Finally got myself a new ID

HI FRIENDS,
 
Sorry to do this, but i'm really sick of this ID. The only reason i chose this ID few years ago is I really liked an actress, and her name was elizabeth. Obviously, and I don't like her anymore.
 
Whenever I tell ppl my MSN is elizabeth.r, they always ask: was that your name? or, so you're changing your name again?

A special day - Farewell CommInsure

"Time Flies!" - That was the 1st came up to my mind when MarkD said: "Cynthia, look back when you walk out today, because you won't be walking through these doors in a while. "
 
I couldn't believe I have been there for months and I couldn't believe it's already my last day working in the CommInsure General Insurance project team today. (Because I'm going overseas for my holiday.)
 
Juliet, Carolyn, Mark D and Mark P, you're such characters. We all came to this packages team the same day, for you guys around, it was such a warm work environment, and I never felt alone there.  Nada, Himani, Matthew and Hanh, you're amzing friends. I remember the whole week budding with Nada, I really enjoyed that week, Nada, Thanks for your hard work, and I learnt a lot more about european culture. :)  I'll never forget ur Sugar Honey Ice and Tea; nor noise's driving Himani bananas; the taste of spinach cheese triangle and Bob is your uncle.
 
Peter, you are the greatest team leader i've ever had. Best of luck for your new job in Westpac.
 
Juliet, I hope everything's going well in BankWest. Please share photos from your sister's wedding in QLD. I'd love to see them. I hope you have an unreal time travelling around the world, I wish I can do that too.

Benefit-Cost Analysis of Australia's Quarantine Regulations

Benefit-cost analysis of the Australian Quarantine regulations in preventing the entry of White Spot Syndrome Virus

Introduction

Quarantine regulations are designed to protect citizens, animals, plants and the environment from exotic pests and diseases via regulating imports.  It can provide an essential and beneficial screening service in preventing the importation of pests and diseases. However, quarantine restrictions also create trade tensions like many other technical barriers. Therefore, economic welfare gains from importing risky products should be weighed against any expected economic losses associated with those additional potential health consequences.

 

Background

·        SPS agreement-

As a member of WTO, Australia is bind by the Sanitary and Phytosanitary Agreement (one of the Uraguay Round agreements) signed in 1995. SPS agreement allows members to impose quarantine restriction on imports to the extent necessary to ensure the health of citizens, plants and animals based on scientific evidence.

·        WSSV-History

·        Prawn industry in Australia

·        Inspection and testing-

All imported whole or headless unpeeled prawns are to be inspected and test negative for WSSV to be released on to the Australian market.

 

Problem identification

The SPS agreement seems to ignore the economic aspects of quarantine policy, especially the costs of these policies to consumers. Quarantine policies are largely science based with little economic consultation.

 

Objective

To determine whether the Australian Quarantine regulations are economically beneficially in preventing the entry of WSSV.

 

Research Question

What are the benefits and costs associated with Quarantine regulations in restricting prawn imports?

Does the benefits exceed the costs? (In other words, does the quarantine policy result in a net welfare gain?)

 

Theoretical framework (see slides for diagrams)

standard comparative-static partial equilibrium model

To keep the analysis simple, it is helpful to begin with several assumptions:

  1. One homogeneous product and Pw<Po;
  2. Import price, exchange rate and domestic markets for other products are unchanged for all changes in this product’s domestic market;
  3. Society is risk-neutral
  4. Most cost-effective quarantine regulation method is adopted;
  5. Domestic market is perfectly competitive.

S and D are the domestic supply and demand curves respectively; Po and Qo are the domestic market equilibrium without trade. Pw is the world price, and Pq is the price with quarantine regulated imports.

3 cases are considered:

Case 1: Moving from no trade to free trade with no disease imported, there is net welfare gain of area ACD (the standard gains-from-trade triangle)

Case 2 considers movement from free trade with no disease import to trade with quarantine regulation. As we can see, this move results in a net welfare loss of area CDEF, which is the cost of regulation.

Case 3 considers a movement from quarantine regulated trade to free trade with the risk of disease entry. If trade is liberalized, and WSSV is imported, the domestic supply curve shifts left due to higher domestic production cost (e.g. increased cost on disease-prevention or control) and loss of production from white spot disease prawn death. The price facing domestic producers and consumers will still be the same. Therefore, the net welfare from liberalizing trade is

EFCD-p (KMCB)

·        ‘p’ is the probability of disease incursion from liberalizing trade

·        EFCD is the costs of quarantine regulation

·        p(KMCB) is the benefits of quarantine regulation (cost avoided)

Area KMCB is the most difficult part of my thesis. It is determined by the extent of disease outbreak if WSSV is imported. (i.e. how much does the domestic supply curve shifts back) The data is not yet available, and Bio-security Australia is still in the risk assessment process. Perhaps the best thing to do in this case is to perform a few sensitivity analyses. In other words, to simulate the costs of disease outbreak using scenarios with different extent of disease outbreak. For instance, what is the cost (how big is area KMCB) if WSSV importation causes 10% (or 20% or 50%) domestic production loss.

 

Data

Costs:

·        costs of inspection and testing (known)

·        physical storage and interests borne for the period the products are held for inspection and testing (from sample importers)

 

Benefits (as costs avoided):

·        probability of disease incursion without quarantine regulation (known)

·        size of domestic industry (known)

·        possible extent of disease outbreak (sensitivity analyses)

 

Expected Results

Since,

  • Prawn producers are scattered along the coast, to the worst extent, a WSSV in Australia is only likely to cause regional short term economic loss; and
  • Australia’s domestic prawn farming industry is small relative to prawn imports;

It is expected to be a net welfare gain through liberalizing trade.

 

Implications

  • If consumer gains from free trade would outweigh the maximum possible loss to producers, it may be better to allow trade without expensive quarantine regulations
  • Similar studies may be performed to test whether our major trading partners have imposed excessive quarantine restrictions on our exporters.
  • Potential economic benefits from reform might follow such reviews.

又一N73刷机教程

由于目前N73官方发布了N73普通版、音乐版、IE网络版,而且都有不断更新的ROM发布出来,用以解决N73的兼容问题和修正软件错误,而且可以让你的普通版摇身一变成为性能更出众的音乐版或者IE网络版,因此从提高性能和解决问题的角度看,刷机可以让你的N73物超所值。

目前针对N73存在两大类刷机方式:

(1)诺基亚官方在线升级程序刷机
优点:官方更新方式,操作简便,兼容性不存在问题
缺点:需要连接网络,依据网络状况和下载更新ROM的版本不同,时间有长有短,最糟糕的甚至是1-2个小时;(亚太大约66.1MB,港的64.2MB,国行62.3MB,港行IE版73.5MB,国行IE版71.4MB

(2)凤凰软件数据线刷机
优点:因为事先准备了ROM文件,因此刷机时间短,一般10-15分钟,并且可以救活部分刷机后不能开机的手机
缺点:凤凰软件不属于官方发布的更新软件,因此不能保证兼容性,而且对使用者的操作要求比较高

*由于凤凰刷机可能存在缺陷,因此一般用于检修等情况下用,这里不作介绍,需要者可以上网搜索相关信息

以下是几个原则:
1. 刷机有一定风险,国行(RM-132)的请找客服免费代为刷机,以确保不出问题;
2. 港行、亚太、欧版(RM-133)之间通过NSS修改Code能互刷ROM,但不能刷国行(RM-132)的ROM,也就是说RM-133和RM-132的N73机型之间不能互刷;
3. 正常情况下,ROM版本只能从低版本刷成高版本,使用凤凰软件数据线方式刷机可能可以从高版本刷回低版本;
4. 刷机之前要做好备份工作,刷完机之后要进行备份恢复和软件重新安装等工作;
5. 刷机开始之前,如果诺基亚PC 套件处于打开状态的话,请将其退出,以免意外;
6. 刷机过程中不能断电,因此为保证正常供电,手机接上充电器进行充电;
在手机待机画面输入*#0000#,即可以看到手机当前的ROM版本、硬件型号等信息
Code是诺基亚用来识别是否可以升级,以及可以升级成什么版本的识别码,可以用NSS任意修改,要换版升级(普通刷音乐版、音乐刷IE版、普通刷IE版等)就必须更改Code。

目前被诺基亚官方认可,可以在线升级的Code如下(即换以下Code就能刷成对应的版本):

亚太普通版Code:0529815或0529825
港版普通版Code:0529814或0529833
(根据刷机验证,用0529814刷机后的系统比用0529815来的稳定)
国行普通版Code:0528512
亚太音乐版Code:0539343
港行IE(网络)版Code:0539366

第一部分:准备工作
1. 卸载:
新手的话,先把装在存储卡上的软件和主题都卸载了,老鸟卸不卸的无所谓,呵呵。
原因:刷机后这些后来安装在存储卡上的东西都不能用了,所以需要重新安装的(请事前准备好相关软件主题的安装文件),因此事先卸载,以免不必要的麻烦。
操作步骤:功能表-程序管理-找到相应软件主题-选项-删除

2. 设置:
手机的情景模式一定要选“标准”,这个是官方的要求,具体原因不明,照做就是了,呵呵
操作步骤:功能表-工具-情景模式-启用“标准”

3. 备份:
操作步骤:功能表-工具-存储卡-选项-备份到存储卡
目的:将手机内存中的设置、名片夹、短信息等备份至存储卡。

4. 安装相关软件到电脑中:
(1) 诺基亚官方升级更新程序中文版

(2) NSS软件及汉化补丁(NSS必须装在电脑的C盘,否则不能正常使用)

第二部分:用NSS修改Code(确保实现普通刷音乐版、音乐刷IE版、普通刷IE版等

3. 在Produce Code处的Enable前打勾,并且写上你需要修改的亚太版或者港版的Code,比如要更新成港行IE版,则写入0539366,按Write,这时你可以看到左下角出现Write new values... Done.这代表成功点击在新窗口查看全图CTRL+鼠标滚轮放大或缩小

4. 搜索出N73的手机图像,在上端打勾,然后选择更新,如果一直搜索不出来Nokia N73手机,那么就拔下数据线重新插(或者干脆重起一次电脑)

5. 请务必确保接下来的几十分钟内:数据线不要断开电脑不要死机,尽量避免其它操作,等待下载更新(直到下载结束之前的任何操作都不会影响手机,因此若有问题可以重新再来)

6. 等待自动把下载来的文件刷新到手机上需要8分钟,如果刷新的时候,自动出现与数据线断开连接,不要管。若有电话打进来,只要不接就可以了(一旦刷机过程开始,意味着不能进行任何终止操作,否则手机可能会刷坏)

7. 最后一步手机会重新启动~重启之前不要自己拔掉数据线

第四部分:收尾工作
1. 手机待机画面输入*#0000#,检查升级是否正确
2. 手机待机画面输入*#7370#格机
(个人认为非必要步骤,若确有软件安装等问题时,建议格机,复制存储卡上的全部内容到电脑后,格卡,再将全部内容复制回存储卡)
3. 恢复备份:功能表-工具-存储卡-选项-从存储卡恢复
4. 重装卸载的软件和主题
